My mouse pointer automatically selects/lauches things as it crosses the
screen. How do I stop it? I never want my pointer to select anything unless I
click.

Crosses the "screen"? So what is the "screen"? Is that the HTML
rendered view of the e-mail in the Preview pane? If so, why are you
using the Internet security zone for HTML-formatted e-mails? You should
set the security in Outlook to use the Restricted Sites security zone.
Then HTML formatted e-mails that use the on-mouse events can't run
scripts, like for the on-mouse-hover event.

when I say screen, I mean the monitor or display/view. If my mouse is sitting
above an email it will select it and open it...sometimes even if I'm just
moving the pointer to another part of the screen. It also selects and opens
web sites and just about anything it comes in contact with as I am moving the
pointer.

Does this only happen in Outlook, or all across the operating system? Is
this a laptop?

Change your mouse settings in control panel. There is a "jump to active
window" setting that might be causing this.

Well, first, I don't think that it is an outlook issue if it happens all
throughout the os.

Second, if it is a laptop, I'm going to bet it has a touchpad and the
pressure sensitivity is on. I know I've always had that problem myself.
Try Control Panel - Mouse and see if there's a Tapping tab and, if there is,
play with the settings until it fits your hand. If there isn't, it is
probably a hardware vendor specific control panel entry (maybe labeled
Touchpad) and you'll need to dig out what it would be.
