How do I stop emails without attachments being sent repeatedly?

How do I stop one particular forwarded email, without attachments, being sent
to the contacts repeatedly. No viruses found, system seems fine. Need to
stop the recipients being sent this email 100s of times, have tried recalling
message but this seems to be filling up their inbox with recalls as well as
original message?
