How do I stop change tracking from turning itself on?

When I open documents, even ones that were created months ago and are
read-only, they suddenly show up with the tracked changes marked.

I turn off the tracking, and somehow, in another document, or the same one,
it is turned on again.

I have nevern yet used the track changes feature, and would like to turn it
off permanently. Can this be done?
