How do I setup a default disclaimer for all users email messages .

How can I setup a default/mandatory signature block and disclaimer for all
email meeages sent by my users. We use Exchange 5.5 and Outlook 2002.

IIRC not possible with Exchange 5.5
There are a lot of tools that can do this and perhaps you've got this
functionality already in your serverside virusscanner (to note that the
message has been scanned). Check with the EULA of the virusscanner if you
are allowed to use it for a company disclaimer as well.
