Snappy default email

I know how to create Outlook templates such as sales quotes or replies to
sales enquiries.

I would like to add a mail template to the SBS2000 server such as the legal
disclaimer, the corporate logo and perhaps the background. (SBS using
Exchange 5 or 5.5 I think)

What I want to achieve is each time an email is sent from the domain, I
would like it to use the corporate image email all with the same font etc.
Presently, everyone has their own little design. How do I:

1, create the template for the email to include the users name (as in the
profile)?
2, ensure all users only use this specific template?

Any help appreciated.
