How do I set up contacts so that overseas calls have a 011 prefix?

Everything in contacts with country codes and city codes works fine, but the
only thing I cannot figure out how to do is show that any call that is not to
the USA or Canada requires the prefix "+011" instead of the usual "+1".
For instance, if I select "Chile" as the country, it selects the proper
country code and prompts me for the city code, but there is no way to select
011 as the necessary code to start an overseas call. If I select "USA" as the
country (I live in Canada), it knows enough to put "+1" as the prefix.

1. In Contacts, on the Actions menu, point to Call Contact, and then click
New Call.
2. Click Dialing Options.
3. Select the Automatically add country/region code to local phone numbers
check box.

The country/region code added is for the selection in the Country/region
list on the General tab of the Edit Location dialog box (in the New Call
dialog box, click Dialing Properties, and then click Edit).

NOTE If the <bold>Automatically add country/region code to local phone
numbers check box is not available</bold>, Microsoft Outlook doesn't
recognize the phone number format for the specified country code and cannot
automatically format phone numbers.

No, that doesn't get me an overseas 011 prefix. The country code and the area
code all show up perfectly, i.e. for a client in Ireland, the country code
"353" is automatically inserted when I choose Ireland as the country, and I'm
prompted to add the appropriate city/area code, which is fine and dandy. But
I still need to dial "011" to get an overseas/international connection before
starting with the country code.
In other words, Outlook is telling me (well, my boss, who doesn't know a
thing about dialing long distance!) to call 353-45-xxxxxxxxx instead of
011-353-45-xxxxxxxxx.
