How do I set ctrl+o (open) default?

I have been told that when I hit ctrl+o (open) in pretty much any program,
that it defaulting to "html files" is a Windows Explorer setting. How do I
get it to default to "all files"

In spite of what you have been told, what actually happens when you do it?

It seems to vary from program to program. Worpad defaults to .txt documents.
NoteTap Light, my "open this file with" for opening .txt defaults to "all
files." Opera and IE7 defaults to .htm/html files. Adobe Reader defaults to
..pdf files.

Moonbarker,
Unfortunately, unless a program lets you choose default to "all files",
there is no easy way to do that.
