"Details" view

In FILE/OPEN, in the VIEW menu, I'd like to change the default from
"List" to "Details".

I've been told that I can't because this is a Windows feature
(applying to ALL applications). If this not correct, how do I change
the default view, in the application, to "Details"?

In the View menu of what program? Maybe this is what you need:

Windows "Open File" dialog box uses the List veiw by default there are third
party programs that can be used to circumvent this, see:
FileOpenPatcher
