How do I set a tab order for hyperlinks?

I want to set the order for tabbing through items on web pages. I am using
FrontPage 2000. I want users to be able to tab through nav bars first, then
other hyperlinks on the page and then other elements. This is working on all
pages except those which contain forms, where tabbing takes you straight to
the form fields and bypasses the nav bars and links.
 
try removing the tab order from the form fields.

I know it's possible because I've been frustrated when hitting a page with a
form and having to tab through a bunch of elements before I get into the
form fields. ;-)
