Hyperlinks for both XP and Vista

Using FrontPage 2003, when I set a hyperlink Target Frame for "new page,"
viewers using both XP and Vista get a new window. How can I make the
hyperlink launch a "new window" for XP users, but a "new tab" for Vista
users?

This is controlled by settings within IE7 on the users machine and not
something you can force. Sorry!
 
That makes sense, but ... in my own IE7 (at home), some links automatically
launch a new window, some automatically launch a new tab, and some open
within the same tab. What are the web-developers doing that cause all those
different actions within the same instance of IE7? And how can I simplify MY
viewers lives?

IE7 can be configured to open pop-up windows as a new tab. New Windows
open as new tabs.
FireFox can be configured to open new windows as new tabs, pop-up
windows open as pop-up windows.

In IE:
Tools->Internet Options
In the Tabs section click Settings.

Users will have set things up as they want them.
