How do I saving a hebrew text?

I create a good-looking file written in English, but containing a few Hebrew
words. When I save the file, the Hebrew letters lose their order and become
intermingled incoherently. I have all the settings correct, per required by
Msoft Office (R-to-L) and use the Visual Keyboard successfuly. I spent a huge
time on the problem and don't know what do any more. Has anyone written in
Hebrew before, AND SAVED such file successfully?

I found the answer, working some 10 hours on it. Must have all requirements
met:
1) Must have the Msoft Visual Kbd DLL'ed so it can be used in a text. 2)
Must position the cursor just TIGHT against the RIGHT side of the first
Hebrew letter of the text we wish to save. 3) Must ensure the toolbar shows
the RTL indicator and that it is enabled. 4) Must see to it that the LANGUAGE
selected - icon would be on the tool bar, for Languaages - is Hebrew. 5) The
Regional settings must be set right. 6) The IINPUT LOcales must be set right.
There ought to be only the languages that the user will use. One of them -
for the US - is English US (Must see US, and US ONLY). The other language
(ex: Hebrew) appears second. 6) Do NOT make the other language (ex: Hevrew)
DEAFULT - it will mees up all your ON-LINE Transactions (Ex: BoA will See the
Shekel sign for currency - instead of the $ sign)
Then, all is well with saving and retrieving. The most critical matters here
are: Correct positioning of the cursor tightly against the RH side of first
letter of the word that will be saved and then - all functions that need be
done on the Hebrew word - must get done via the Virtual Keybd.
