The file I received is a read only password protected, I have the password
but only to open the file as read only. Once I open it as read only and I
then try to save it, I can't is there a way to save this read only file.

No. The sender has protected the file because he/she doesn't want you to be
able to save or edit it.

If the people who sent you the file don't mind you editing/copying stuff,
they'll probably send you the modify password if you ask.
