How do I restore the "Customize ... " option to View > Toolbars me

Customize no longer appears on my View > Toolbars menu and/or on Tools the
word is there but greyed out.

I can't figure out how to get the option back!

Help!

Are you operating in Office Safe Mode, or is the document protected?
 
Document is not protected ... and am not operating in Safe Mode to the best
of my knowledge
