How do I resize pictures in email attachment?

That would be the option that exists in the program you use to select the picture attachment - Outlook is not an image editor.

I have the same question. In Outlook 2003, you could choose to resize a
picture before you sent it. I can't find this option in Outlook 2007.

Maria,

I just found it. When you attach a picture, click on the drop-down arror at
the bottom right of the include button. This opens the Attachment Options
pane. From here you can choose to resize images. If you scroll down and check
the box that says "Show when attaching files" then the option will always pop
up when you attach a photo. Hope that helps.
