In the old outlook (Microsoft office 2005?) i was able to resize outgoing
attachments (ie. small, medium and large) so that when i sent my message my
attachments (such as 30 pictures or so) would be shrunk. this way i was able
to sent large quantities of pictures over email. How do i resize my outgoing
attachments in Outlook 2007?

After you added at least one attachment, the dialog launcher of the
Include group will be enabled. That's the tiny arrow to the right of the
label Include. Click it and you'll get the task pane you are looking
for.
