How do I reply or forward, making the format HTML in Outlook?

I have a signature in Outlook with a picture in it and it works well when I
compose a new message. When I reply or forward a message, the format changes
and it doesn't appear to be in HTML format anymore (The font changes to Times
New Roman and it doesn't show the picture, although all my details are still
shown). How do I correct this?

AFAIK when you reply to a message, the reply is composed in the format of
the received message, and there is nothing you can do about that. I can't
find any format options for Forwarding........
