How do I prevent duplicate email when filtering?

When filtering my messages, Outlook splits them. One goes into the folder
that I assigned it to, and the other goes into my Junk email folder. I've
tried to change the order of my rules, and I've made sure there are no
multiple rules for the same incoming emails, but nothing seems to work.
