Run Junk Email Filter _before_ Email Rules (OL2007)

Can OL2007 be configured to run the Junk Email Filter _before_ it runs Email
Rules?

It's my understanding that Email Rules are run _before_ the Junk Email
Filter. As a result, all junk email gets process through email rules before
they are filtered.

My problem: I have an email rule that forwards certain email to a
colleague. However, because Email Rules run before the Junk Mail Filter, all
junk email gets forwarded too. I want to run the junk email filter first and
then run the email rules, which would mean that only non-junk email would be
forwarded. Can this be done?

The built-in Junk Email filter in Outlook *does* run before the built-in
rules engine. So, strictly speaking, no, it can't be configured to do it
because a) That's what it does and b) there's no way to change it.

If a rule is acting upon a message, and you don't have any add-ins installed,
than the Outlook Junk Mail functionality is not what is thinking this message
is junk.

The message that is being forwarded, how do you know it is junk? Is it being
moved to the Junk Mail folder? Is the Subject line being marked with 'SPAM'
or 'JUNK'?

All I can think is you've built rules to handle some junk mail and they are
lower on the list than rules to forward messages, or they are higher and
don't have the 'Stop Processing More Rules' function set. That's the primary
reason I could see this happening.
