How do I position a file picture where I want it,using XP profess.

I am using XP Prof and Word 2000.I went to the help site and got the
followingosition a drawing object in rellation to page,text,or other anchor.
1.Select the object you want to position
2. On the format menu,click the command ffor the type of object you selected
- for example AutoShapes or Picture,click the Layout tab, and then click
advanced.
That wworked fine the very first time I tried it. Now when I click format
Picture or AutoFormat does not appear. Bullets and a lot of other things
appear. What am I doing wrong. HELP Thank you Jack

Left-click once on the drawing object or picture to select it, then
left-click on Format, and the option for Picture or Drawing Object will be
available. Alternatively, right-click once on the drawing object or picture,
and left-click on Format Autoshape or Format Picture.

:When I click on FORMAT picture nor autoshape appears.(That is after I select INSERT PICTURE. Jack
