How do I position a file picture where I want it,using XP profess.

I am using XP Prof and Word 2000.I went to the help site and got the
following:position a drawing object in rellation to page,text,or other anchor.
1.Select the object you want to position
2. On the format menu,click the command ffor the type of object you selected
- for example AutoShapes or Picture,click the Layout tab, and then click
advanced.
That wworked fine the very first time I tried it. Now when I click format
Picture or AutoFormat does not appear. Bullets and a lot of other things
appear. What am I doing wrong. HELP Thank you Jack

:When I click on FORMAT picture nor autoshape appears.(That is after I select INSERT PICTURE. Jack
