You enable it by enabling the Client for Microsoft Networking in the
Network control panel and also enabling NetBIOS over TCP/IP in the
Advanced screens under TCP/IP in the network control panel.

You can confirm it is open by entering the command:
netstat -an
from a command prompt window and look for the ":445" in the Local
column.
