How do I open "Mail Setup" and/or "User Accounts"?

I am trying to change the Prompt for Profile Options at Login. I was
instructed to Open "Mail Setup." I didn't know how to do that, so I clicked
"How?" The instructions listed (Click "User Accounts") didn't help me.
Where is User Accounts? Any suggestions on how to openor where to find
"Mail Setup" and or "User Accounts"?
 
User Accounts is in Windows Control Panel.
