I have a 50MB data file in file server, and want to send to all internal user
via mail. Then I create a shortcut from the 50MB data file, and copy the
sortcut to Outlook 2003, and send out to all internal users. However, they
can access the shortcut.

I'm assuming you meant they can't and the second is what type of shortcut
did you create? The reason that I ask is that desktop shortcuts (*.lnk) are
blocked. http://www.slipstick.com/outlook/esecup/getexe.htm might be of
some help to reconfigure outlook to allow access to said file type.

Also keep in mind that another type of shortcut is a URL. For example, in
the message you could use file://\\server_name\share\folder\filename.ext.
This type of link might work, but I would definitely test it.
