how do I move Outlook Express Mail to Outlook on new PC?

I Purchased a new PC with Outlook (Office 2003) installed (Outlook Express
6.0 on old PC). I have tried to use the Outlook File -> Import/Export ->
Import Internet Mail & addresses -> Outlook Express 6.x, Import mail ->
Finish. When It asks for the location of the Outlook Express mail folder,
I've provided the name of the directory containing all the *.dbx files
corresponding to my Outlook Express mail folders. I've done this by both
copying all of the files to a DVD disk, and also by coping them across my
home network to c:\temp\new directories... on the new PC. In each case, when
I provide the name, Outlook responds "Import Error: The mail folder could not
be opened. If another application is using the file, please close it and try
again." Clearly, this is not the case, but what?? Any help greatly
appreciated.

You can't import DBX files directly into Outlook.
You must import your files to OE first. If you don't know how to do that,
you'll have to ask in an OE group.

As Russ has said, you must first get your data from Outlook Express on
the old computer to Outlook Express on the new computer. Once that has
been accomplished, on the new computer, open Outlook Express' File menu
and choose Export to export your messages from Outlook Express on the
new computer into Outlook 2003.

The others have suggested moving from OE on the old machine to OE on the new
machine and then import into Outlook.

I would suggest installing Outlook on the old machine and then import the
stuff from OE. The move the .PST file from the old machine to the new
machine and uninstall OL on the old and install it on the new.

I don't think this violates any license, but I maybe wrong.

It probably would violate license agreements, since OEM versions of Outlook
can be installed only on the machine for which it was originally licensed,
and it may also lead to trouble, since Outlook contacts the Activation
Center now and if the OP were to install it on the old machine, it may
either not install or complain when used on the new machine.
