i am trying to make my page a standard size so that when people view it in
their browsers, it doesnt matter what setting they are on, it will look the
same, can anyone help?

On every page start with a table of fixed width somewhere between 550 and 600
pixels.

Put *everything* inside those tables.

A standard size? How about 8 X 10? 16 X 20? Or perhaps 2 Liters?

There is no standard size. Monitors come in various sizes. There are about
20 different screen resolutions now. And of course, you can't stop people
from sizing their windows.

There are a number of different solutions to this issue, but none of them
make a web site look the same no matter what "setting they are on." Your
best bet would be to have a look at the most popular web sites, see how they
handle different platforms, identify one that suits your task, and do it
like them.

Actually, 760 is a good maximum width. It will fit in a maximized 800px
wide browser viewport without throwing horizontal scrollbars. Unless I have
a specific need to worry about smaller viewport widths, I don't bother with
them.
