How do I make a slide open from a graphic on the previous slide?

I have a picture (the picture is the slide) with an area highlighted and I
want the following slide to come out of that highlighted area. The following
slide is just text. Like it's popping out of the highlighted area, instead of
just going to the next slide.

Actually, combine both slides into one, placing the part that you want
"popping out" over the highlighted area. Then use an animation enter effect
like "Fade" or Faded Zoom" to get what you want.

Combine the two on one slide. Add the text box wherever you want it to
appear, then apply animation effects, maybe a zoom-out or zoom-out slightly,
that occurs with the next click. You can add another animation to zoom it
back (exit effect) on the next click, or leave it there - whatever you need.
