How do I lock a database so it's Read-Only?

I want to set up a database so that one person can update and maintain the
data and so that others can only see the database as read only to look at
queries?

best option is to setup user level security. Not an entirely easy task,
but if you read through http://support.microsoft.com/Default.aspx?kbid=165009
you should be able to successfully accomplish this.
