How do I keep a shared 'Task Log' for post meeting action items?

I have been assigned the task of tracking all the action items that result
from the staff meeting and their status. I was keeping track in an Excel
worksheet on a shared network folder where the responsible personnel could
view the entire log, or sort by their name only.

I know this would be much easier in Outlook, considering that we have the
Outlook Exchange Server, but how? I'm having trouble figuring out how to make
it so everyone can view the whole log and all of the updated task statuses.
However the user should only update their assigned tasks. I know that
sharing doesn't work because the status is not updated. I don't want to keep
a copy in my own folder because then I have 2 tasks and they could get all
mixed up. How can I do it to where it is simply updated by the owner, and
able to be viewed by others?

I suppose you could create tasks in a public folder - rather than assigning
tasks, put the assignees name in the Subject field - and expect everyone to
work their task from the public folder. If you use sharepoint server you
could use its task list instead.
