how do I get the quicklaunch taskbar to work

I use to be able to drag my iexplorer icon down to the taskbar next to the
start button. When I set up a couple of programs I was asked if I wanted a
quicklaunch icon, I said yes and it didn't happen
 
Right-Click the task bar, click 'PROPERTIES', & then make sure the 'Show
Quick Launch' box is checked.
