enabling quick launch toolbar doubles height of the taskbar

I have a problem with the taskbar. When I enable the quick launch toolbar,
it forces the taskbar to double the height needed to show the icons. It's as
if there are hidden programs in the quicklaunch toolset that force the end
marker down onto the second line. Dragging the end marker to the left toward
the icons shown in the quicklaunch toolbar doesn't change anything - the
marker won't move either direction. Anyone have an answer as to how I can
correct this?

While this might be a simple issue which requires unlocking and moving the
QL handle carefully, this fix also resets Taskbar / QL to default settings:

Ramesh, thanks for the note. I tried to get that update, but couldn't get
the file downloaded. Don't know if it would have worked. I have no idea why
the taskbar would end up going to a double height and not letting me shrink
it back down.
