How do I get the background color to print in Word?

My doc is printed in color EXCEPT for the background. I tried going to
Tools, Options and checking and unchecking the Background Printing option.
It did not work either way.

"Background printing" has nothing to do with printing the background; it
refers to printing *in* the background, that is, while you continue working
in Word. In Word 2003, you can print a background by checking a specific
option on the Print tab of Tools | Options; in earlier versions, the only
way to print the background is to save the document as a Web page, open it
in your Web browser, and print, *after* changing Internet Options | Advanced
to "Print background colors and images."

To create a "background" that will print in Word 2002 and 2003, use Format |
Background | Printed Watermark; for earlier versions, see “HOW TO: Create a
Watermark in Word 97 and in Microsoft Word 2000†at

I have Word 2003. I tried to change the doc into a web page and the
background color prints, but the text boxes moved all over the place and I
can't edit it in web format. I started to do the watermark option, but your
instructions were incomplete.
