How do I get emails to go out through outlook?

After checking with ISP, I'm still having trouble sending out emails through
Outlook. I get a "system undeliverable" message everytime. Yet, when I send
emails through web-based email, it goes through.
 
Are you connected to the same ISP as the SMTP (outgoing mail) server you're
trying to use?
