how do I get a personal URL?

I am working with Microsoft FrontPage 2000 and since my ISP provider didn't
give me a personal URL I was wondering how I go about to get one?
 
Please provide an example of what you consider to be a personal URL?

If your ISP provides you with web space, they have to give your a URL and info on how to upload your
files, etc. The upload location can be different from the URL that would used by visitor to your
site using a browser. You really need to talk with your ISP. If your ISP doesn't offer the FP
extensions, you really should consider get space on a web host that does.

Do you mean a Domain Name so that people can click a link such as www.mydomain.com and open your
site??

You register one with a Domain registrar and then you open an account with a web hosting company and
have them "point" the domain to your account

You can register your domain at most "good" hosting companies and also set up an account for your
site.

I believe that at Network Solutions you can register www.yourname.org or
www.yourname.com etc for $35 , and then set up just an email account using that
address -- no need to actually have a website. And there is a modest monthly
fee.

Could be other registrars also do that.

They do ... I'd google and find out the stories and experiances of the
people who whose network solutions and then try to leave ...

namecheap.com 8.88 a year .. never host your domain and have your site host
in the same place. I've not used them but many say 1and1.com are good.
web-mania.com charge £20 a year (not a month)
