how do I filter these mails

I am running office 2003

I have my mail filter set to high, and as I have been receiving a lot of
solicitations from Japan and korea, set my international levels to exclude
these. These are being blocked as when I press my send /receive many of the
mails that are being downloaded are automatically deleted and only my wanted
mails are saved.

However, recently I have been getting mails that are getting through to my
inbox and I can't figure out how to get rid of them. They are all sent with
different international mail endings ie (e-mail address removed) etc etc and are
just gobbeldygook to me. The first part of the message is an image (that is
text but it is an image) and the rest is just mindless ramblings.

How do I stop these mails from getting through?

You might want to see whether your mail hosting company offers any
spamfiltering capabilities. You've done what you can do in your own mail
client, unless you want to look at third party software. If you host your
own mail server, you have other options, as well.

Block all country codes except the ones you actually need. I have US and UK
enabled and nothing else.
