how do i enable the task pane for my layout table?

When i add a layout table to a blank web page, my task pane appears to be
disabled. I can not actually add the table. Is there a step i am missing?
 
Table | Insert...Table
At least that's what it is in FP2002

Same in FP 2003
- but in the Table Dialog under Layout - select the option to enable layout tools
