Table Layout Tools not enabling in FP2003

Hi, I can’t seem to get the table layout tools enabled on 2003. I have selected Page Options > Enable Layout Tools - Insert a new table – Table properties > Enable Layout Tools. When opening the Layout Table and Cells task pane all options are grayed and unavailable. The software is activated and otherwise functional. Also searched in this thread and KB with no results so I’m hopeful that I have just overlooked something very obvious. Thanks

After you have set Page Properties to Enable Table Layout Tools
From the Menu: Table Insert Table and select Enable Layout Tools
then select from the menu Table Layout Table and Cells
