how do I turn on Layout Tables and Cells task pane to turn on ?

i have trying to get the task pane for layout tables and cells to turn on and
the method i am using from this book frontpage stepbystep is not working are
there any other ways or am i did something wrong
 
Ctrl + F1, then use the arrow to select layout tables and cells.

Hope that helps.
 
If you have Reveal Tags turned on, you will need to turn it off before you
can turn on Layout Tables and Cells.
 
task pane? do you mean tool bar?

from the View menu, select Toolbars
