How do I enable Publish Site in the File menu?

How do I enable Publish Site in the File menu? Right now when I click on the
"File" menu, "Publish Site" is greyed-out.

You must first have a site open (File Menu | Open Site) before you can publish

Make sure you open a web to publish first.
