How do I edit the .rwz file to customize my rules in Outlook 2003

I have several hundred rules to mannage my 300-400 e-mails daily. I need to
edit them to eliminate redundancy and streamline format changes. It takes 30
seconds or so to do this in Outlook, per rule, and does not allow for rules
management for redundancy checking.

Is there any way to edit the rules outside of Outlook? Something like in
CSV format or similar? HELP!

Are there any means of mass-editing within outlook then?
If not, is Outlook 2007 better about it?

Nope, there are no editors and nope, outlook 2007 (and 2010) aren't any
better.
