how do I drag a picture to the middle of the people

I HAVE BEEN TRYING TO DO A CLIP ART AND I cannot seem to drag the picture to
the middle of the page.... please help.
 
Click on the picture to get the Picture toolbar, then click on the Text
Wrapping button (dog icon) and choose some wrapping option other than In
Line With Text on the menu.
