How do I manipulate clip art in Word/Windows XP?

I now have windows XP and Word 2003 and when I had Windows 98 I was able to
manipulate clip art by dragging the picture from the clip gallery and I was
able to re-size, move anywhere etc. I am not able to do that in Word 2003.

By default, pictures are inserted In Line With Text in Word 2003. That means
they behave like gigantic font characters. You can change the wrapping style
using the menu you get when you click the Text Wrapping button (dog icon) on
the Picture toolbar. You can also change the default wrapping style on the
Edit tab of Tools | Options.
