How do I put a text in a picture

I am putting a picture together for my wife who is leaving for Iraq I found a
picture in clip art the only problem is putting the text in the blank spot on
the picture like right in the middle. PLEASE HELP!!!
 
Insert the picture In Line With Text. Then insert a text box, formatted with
No Line and No Fill over the blank spot, with wrapping set to In Front of
Text.
