How do I download and open a CSV file in Excel 2000?

From a research website I use, there is a link to download a CSV file into
Excel. On my other computer, when I run this link, the CSV file opens with
all the columns populated properly. That is, all the information in the
proper columns. For some reason, on this computer, when I run the same
download, I get a spreadsheet with all the information in the column A.

What setting changes do I need to make for this spreadsheet to open
properly, with the values separated at each comma?

I'd look at the windows setting that controls the list separator.

windows start button|settings|control panel|Regional settings applet
(or regional and language options)

Click the customize button
Numbers Tab
List separator

Make sure it matches the separator in the data (a comma).
