How do I do an email merge in outlook 2007

In old Outlook, I used to do this by going to Tools--> Leters and Mailings
--> Mail Merge while in an open email message. What do I do now that I'm in
Outlook 2007?

That dialog would never appear in an open mail message. That would make no
sense. It has always existed in a Contacts Folder View, and still does.

Actually, it would appear in a message in WordMail in Outlook 2003, but it's the Word command, not the Outlook command and so doesn't apply in OL2007.

As you said, the same command is in Outlook (and in Word) as always.
