How Do I delete Folders & Files

I just installed WindowsXP and there are some folders I would like to
delete. Each time I try to delete a fold, the screen says it is, " in
use by another person or program"

I am the only one using the computer and am not using this program nor
am I using practically any other program. I have changed these file
Properities from "Read Only" to "Archive" and still no luck. One of
the probgrams I want to delete is, "Outlook Express". It is not listed
in "Add and remove problems"

Please help,

PS: I didn't put in the name of an Administrator and I put in "Mike"
as the only user.

You don't give examples of the Folders/Files - when you log in
to WinXp, there are 2 users:
'System' is running all processes up to the login screen,
'Mike' is running most of the rest (look in Task Manager).
None of these processes has a Window, but many have
open Files.
You may be trying to delete important and required Folders!!

Try this: I had the same problem, and It worked for me.

(1) right click on the folder, then click on PROPERTIES
(2) Click on the SHARING tab, then check the box that
says "make this folder private". Cick on OK.
(3) the computer will ask you if you want to create a
password. Click on NO.
(4) now delete the folder. it should work.
