How do I deal with the quarantine folder?

I am new to Outlook. What should I do with mail that Outlook automatically
places in the Quarantine folder?
 
This is not done by Outlook. Most likely this is a folder created by your
virusscanner. In general only infected e-mails are placed in that folder.
Periodically check it and clear its contents most likley will also apply to
you.

This could also be caused by an anti-spam program. If I'm not mistaken,
iHateSpam calls the folder it sends suspected spam to the "Quarantined"
folder. Bad choice of a folder name, if you ask me, as I agree with you
that, to me, quarantine relates to viruses.
