Filtering by attachment name

Currently our server quarantines or deletes all hazardous
attachment. We still receive a message in our inbox to
notify us of the deleted message. I want to route these
messages with a "deleted" or "quarantined" attachment to
a separate mailbox using rules. How can I set up a rule
that routes mail based on the name of the attachment.
(Ex. if the attachment name includes "deleted"
or "quarantined" send mail to "XYZ" folder.)

Like I said, with plain, unmodified (i.e., out-of-the-box) Outlook, you
cannot test for the attachment name.
