How do I create white text outlined in black?

Does MS-Powerpoint support different colours for text outlines and fills?In
MS-Powerpoint 2000, I am trying to create white text outlined in black for
printing onto various shades of coloured paper.

You can use WordArt to create white letters outlined in black on the screen, but
you have to realize that for printing purposes the white portion means *no ink*
and assumes that your paper is white. If your paper is red then your letters
are going to be red with a black outline. If you make your slide background red
and print it on white paper your letters will be white with a black outline, but
you'll use up a lot of red toner.
