How Do I Create a Folder Password?

Well I saw someone on here say something about teh ability to create a folder password. I am wondering if the is any way of doing this? See I have been wondering this since Windows XP has came out. If there is a way please let me know. I need this because there is a user on the comp that knows alot about comps. This may help me to get a message across to him. I have already made him a limited user but this has not helped. I have also changed my password but this has only prevented him to getting into my account. Just to let you know what I have done to prevent him.

Compressed Folders in Windows XP can be password protected. For normal folders, use the File and Folder permissions for security [assuming that the File system you have is NTFS]. Deny access to a specific user for that folder.
