How do I correct hotkeys in Outlook 2003?

XP op sys. Attempting to use 'ALT + R' or 'ALT + S' in message to bring up
Reply window or Send window. 'ALT + R' will sometimes input value from (?);
i.e., Trademark or Copyright sign; 'ALT + S' brings up tilde.
 
Are you using Word as email editor?
what format is your emails edited in?
