How do I control eratic mouse navigation in the work area?

When I draw wide flowcharts (larger than the screen viewing area) and click
on a given location in the work area, the work area scrolls horizontally, and
the mouse pointer winds-up at some location other than intended. Is there a
way to control the mouse behavior so that it does not cause these jumps?
Also, what might be the rational for this nagivational convention?

How is this related to using FrontPage?

This sounds like a Windows (or hardware) issue, not a Frontpage issue. Try
the microsoft.public.windows.hardware or microsoft.public.windows.basics
group(s). Or a newsgroup for your particular hardware (mouse).

Is it a "ball" mouse (as opposed to "optical" mouse)?

Try cleaning the rollers (ball mouse) or the base of the mouse (optical).

Update your mouse drivers. Make sure its plugged in firmly whether USB or
PS/2 connector.
